Ha Noi People's Committee has issued the Plan No. 228 / KH-UBND on the implementation of the Paris Climate Change Agreement in the area.

Accordingly, the capital is in the process of rapid urbanization and becoming more sensitive to the impacts of climate change. Most of the socio-economic development planning of sectors, sectors and localities do not calculate  solutions to cope with climate change. The basic scientific research on climate change is limited.

In addition, there are 17 large technology parks, 1.300 craft villages, 5.3 million motorcycles, nearly 700 thousand cars. Power consumption is about 38 million kWh and millions of liters of gasoline. These are major sources of greenhouse gas emissions; however, activities to reduce greenhouse gas emissions, clean energy development, renewable energy are not commensurate with their potential.
