Under the agreement, the PSTC will take part in the project and be responsible for the technical aspects of the project.

The Gelex Solar Power Plant project has a total investment of 1,245 billion VND, a capacity of 50MWp. The project is built on an area of ​​about 70ha in Phuoc Dinh, Thuan Nam district, Ninh Thuan province. This is one of 18 projects approved by Ninh Thuan Provincial People's Committee in November 2017.

The Gelex solar power plant project is scheduled to commence in April 2018 and will be completed in May 2019, commercial power generation in June 2019. Total power of the plant is about 82 million kWh / year.

Relating the development of solar power in Ninh Thuan, according to the Vietnam Energy Journal, Ninh Thuan has 48 solar projects have been approved by the provincial People's Committee; of which 24 projects were approved by the Prime Minister, Ministry of Industry and Trade to supplement the Power Plan, with the total capacity of 1,603 MWp.

Ninh Thuan Provincial People's Committee has issued investment decisions for 18 projects with the total capacity of 1,079 MWp, total investment capital of 29,500 billion VND; in which 30MW project was started in January 2018 and the Bau Ngu Lake solar project was the second project to be kicked off.
