At the working program, the research team explored issues on the status of technology transfer and innovation activities of enterprises, research institutes, training institutions related to rice (seed production, fertilizer, irrigation, harvest, milling, storage, and etc) in the Mekong Delta; Actual situation of providing technology transfer support services, incubators, agricultural extension organizations, and etc); Difficulties and problems related to capacity include: capacity of network connection; adaptive capacity; human resource training; the infrastructure; participation of businesses; access to finance; technology transfer support services; Limitations on mechanisms and policies need to be removed to promote technology transfer and innovation activities.

The agenda is to explore the advantages, disadvantages and needs of agents involved in technology transfer and innovation activities in the Mekong Delta.
