According to a recent announcement from the Central Institute for Economic Management (CIEM), Vietnam's innovation policy is now very comprehensive, including the Law on Supporting Small and Medium Enterprises (SMEs). However, the support for inclusiveness is not yet clear, especially the concretization of cooperation among the local innovation elements, between small businesses and universities to realize their full potential inclusive innovation.
Specifically, CIEM representative said that SMEs have not been fully supported to innovate. There are many competitions and initiatives for students, young people and farmers but the results from commercializing the initiative are not much because there are no next steps. The value of businesses that receive support for innovation is not much and these supports are often for large businesses.
Therefore, the representative of CIEM recommended: In the policy of innovation, SMEs should be supported with soft skills in addition to capital and land to commercialize innovations and initiative into GDP. Along with that, the policy must have the content of calling to promote the participation of population groups, such as farmers and weaker women in the society. The traditional economic sectors need to have policies to promote. The national innovation center must have a more colorful program of activity, support for SMEs, and support for startups.
