The Ministry of Transport is to collect comments on the draft national technical regulation on the highest emissions level
The Ministry of Transport (MOT) is widely collecting comments on the draft National Technical Regulation on Level 5 emissions for new, assembled and imported cars.


The Ministry of Transport proposed the highest automobile emission standard.

Department of Environment - Ministry of Transport (MOT) said that new, domestically produced and imported cars must meet Euro 4 standard level, in the coming time must meet Euro 5 standard level. According to the draft, level 5 is the standard for testing and limiting pollutants in emissions in line with the level of Euro 5 prescribed by the European Economic Commission of the United Nations.

Types of cars applied in the regulation include cars with at least four wheels, classified into the group of cars with low standard weight (the highest being 2,610 kg) or the group of cars with high standard weight (greater than 2,610 kg and some other characteristics).

The Department of Environment said that it is expected to apply level 5a from 1/1/2022 for low-standard vehicles (for testing to check the average volume of exhaust at the tail end of exhaust pipes) and level 5b from year 5. 2025; from 1 January 2025 for the test of the functional testing of vehicle diagnostic systems. Vehicles with a high standard weight are also subject to the 5a level from 1/1/2022, but the functional test of the vehicle diagnostic system was applied from 1/1/2027.

According to the Vietnam Register Department, from 2017, cars manufactured, assembled and imported must meet Euro 4 emissions standards before being granted quality certificates and sold in the market. The Euro 5 standard requires less pollutants in automobile exhaust than the Euro 4 level and is set to a roadmap to be applied from 2022.

Specifically, the Decision No. 49/2011 of the Prime Minister (on the roadmap for application of emission standards for cars and two-wheeled motorbikes fitted with new heat-producing, assembled and imported heat engines) regulations applying the level 5 emission standard from 1/1/2022 for new cars  manufactured, assembled and imported.
