Dr. Tran Hau Ngoc, Director of the Institute of Evaluation gave the opening speech of the training course, updating knowledge on valuation of technology and intellectual property.
Dr. Tran Hau Ngoc - Director, PhD. Trinh Minh Tam - Deputy Director of Institute of Scientific Evaluation and Technology Valuation attended and chaired the training course. Participating in the training course were leaders and experts from the Departments of Science and Technology of Lang Son, Nam Dinh, Ha Giang, Yen Bai, Hung Yen, Thai Binh, Ha Nam.
The training course is organized with the purpose of disseminating and updating knowledge of applicable legal documents in the field of pricing; valuation of technology, valuation of current intellectual property; Technology and intellectual property valuation practices in Vietnam; Technology and intellectual property pricing approaches. In addition, help trainees to equip with practical skills in implementing technology valuation and intellectual property valuation in case of specific assumptions.
Some of the main contents of the training course, such as Update knowledge of applicable laws in the field of pricing and technology valuation, valuation of intellectual property: legal provisions on valuation methods and regulations about organization and operating conditions were presented by reporters who are leaders of the Institute and leaders of units directly under the Institute. Regulations on valuation methods are shown in a number of legal documents, such as Law on Price 11/2012 / QH13, Decree No. 89/2013 / ND-CP detailing the implementation of a number of articles of the Law on Pricing, Circular No. 06/2014 / TT-BTC promulgating price appraisal standard No. 13, Joint Circular No. 39/2014 / TTLT-BKHCN-BTC between Ministry of Science and Technology and Ministry of Finance regulating valuation Results of scientific research and technology development, intellectual property using the state budget, Circular No. 10/2019 / TT-BTC of the Ministry of Finance guiding the determination of the value of assets as task results of the science and technology departments using state capital.
Participants in the training course were also introduced and updated by the leaders of the Assessment Institute, updated on practical activities on technology and intellectual property valuation in Vietnam, some typical results of assessment activities of technology, intellectual property, scientific research and technological development results of the Evaluation Institute deployed in the period of 2016-2020. In addition, the reporters also exchanged and updated to help students grasp the theory and practice implementation under hypothetical situations of technology and intellectual property valuation in a cost-effective market access and follow an income-based approach. |
