Avoid rigidity in policy for innovation
“Linkage” and “coordination” are two keywords that are repeated many times in the comments made at the meeting between Deputy Minister of Planning and Investment Tran Duy Dong and Deputy Minister of Science and Technology Bui The Duy took place in the morning of May 14, 2021.


"Our most important task is to work together to build good institutions, promote businesses and people to innovate," said Mr. Dong.

In September 2020, at the meeting between the Minister of Planning and Investment Nguyen Chi Dung and the Minister of Science and Technology at that time, Mr. Chu Ngoc Anh, the two ministries had a great consensus on the role of the Ministry of Planning and Investment role of science - technology and innovation in socio-economic development in the coming period. This is a new driving force for economic growth and restructuring, and at the same time makes an important contribution to improving the productivity and quality of the economy.

Further analysis, the deputy minister said, business interaction is now mainstream, while research institutions and universities play the role of supporting instead of leading innovation. In terms of institutions, formal institutions are lacking and weak because the Government is fragmented by many goals and has to prioritize many other tasks.

Therefore, Mr. Duy believes that policies and institutions for innovation are not only related to science and technology, but also related to the fields of macroeconomics and the entire social environment that promote innovation for innovation.
