Overview of the meeting
Attending the meeting, from the US delegation, there were Mrs. Kathi Vidal, US Deputy Secretary of Commerce in charge of IP, cum Director of USPTO; Mrs. Shirin Bidel-Niyat, Chief of Staff, USPTO; Mr. Peter N. Fowler, Senior Advisor for Enforcement, USPTO; Mrs. Grace Ramdat, Director of Strategic Planning and Projects Division, USPTO; Mr. Chanchart Chotiphol, IP Specialist, USPTO; along with representatives of the US Embassy in Hanoi. On the side of the Ministry of Science and Technology (Science and Technology), there were Mr. Tran Van Tung, Permanent Deputy Ministry of Science and Technology; Mrs. Nguyen Nhu Quynh, Chief Inspector of the Ministry; Mr. Tran Le Hong, Deputy Director of NOIP; Leader of International Cooperation Department, Institute of Intellectual Property Science.
Deputy Minister Tran Van Tung expressed his pleasure at the event that Deputy Minister of Trade in charge of IP, cum Director of the US Patent and Trademark Office visited and worked with the Ministry of Science and Technology and related agencies of Vietnam. That shows, the US Government attaches great importance to IP cooperation with Vietnam.
Deputy Minister Tran Van Tung also said that in recent years, thanks to the Government's interest in science, technology and innovation activities, Vietnam's innovation ecosystem has achieved many positive results, reflected in the Government's promulgation of many important legal documents and guiding documents in the fields of S&T and IP with the advice of the Ministry of Science and Technology, namely: IPR Strategy to 2030; Intellectual property development program to 2030; Strategy for development of science, technology and innovation to 2030 which sets out specific indicators for the field of IP; Most recently, the Law amending and supplementing a number of articles of the Intellectual Property Law was passed by the National Assembly with a very high number of unanimous votes. That shows the very determination of the Government of Vietnam in perfecting the institution, policy and legal framework on IP to meet the effective implementation of IP commitments in the new generation FTAs that Vietnam has signed as a member.
Regarding IPR protection, the United States is also actively accelerating the issuance of patents without charge to first-time applicants in order to encourage new, modern, human-friendly technologies that can be brought to market earliest. Use AI to ease the examiner's work like automated search for the fastest patenting. Especially preparing to establish an Innovation Council to protect IPR rights for everyone, in which the Minister of Trade will be the Chairman of the Council. The task of the Council is to ensure the provision of tools and access for people across the country, focusing on small and medium-sized enterprises or those who have not yet accessed the innovation ecosystem, and include sharing ideas, protecting them to build strong businesses. |
