Ho Chi Minh City is located in the delta region of the Dong Nai river basin, with a dense river system creating favorable conditions for socio-economic development. Besides the benefits, Ho Chi Minh City is also affected by natural disasters caused by rivers, especially riverbank erosion causing damage to infrastructure, economy, as well as the lives of people living along the river.
According to statistics of the Steering Committee for Disaster Prevention and Search and Rescue of Ho Chi Minh City, within 10 years (1997 to 2007), the total damage caused by natural disasters in the city was about 202 billion VND, of which the damage caused by landslides was 24.6 billion VND. According to a recent report of the People's Committee of Ho Chi Minh City in 2019, in the city, there are about 37 landslide sites in rivers, canals with a length of nearly 23,500m, of which 18 landslide sites are classified as dangerous and 19 are particularly dangerous. In which, the place that occupies the most landslide sites in Nha Be district with 11 landslide sites announced in 2018 and a new location arising in 2019 is classified as dangerous.
Besides, in addition to the five old landslide sites, Can Gio district also generated two new landslide sites, in which one is normal and the other is dangerous. Especially, when landslides occur in rivers in Can Gio district, besides the socio-economic impacts, the landslide also affects the land and forest resources in the Can Gio mangrove forest area - recognized by UNESCO as the first world biosphere reserve in Vietnam in 2000.
The People's Committee of Ho Chi Minh City has agreed to the policy of implementing the project of Socialization of dredging the anchorage area to avoid storms on the Go Gia River (Can Gio District), the section from the central site of Tac Ong Cu River, which cuts perpendicularly to the Go Gia River to the upstream in the form of a combination of product recovery to compensate for costs, without using the state budget; The project of Socializing dredging, maintaining and upgrading Dong Tranh river channel and Tac Ong Cu - Tac Bai channel route to Go Gia river in the form of recovering products used to compensate for costs, without using the state budget, has implemented dredging from September 2016 to December 2016.
However, during the construction process, the area showed signs of erosion and erosion of protective forest land. Facing this context, the People's Committee of Can Gio district has issued Document No. 3392/UBND on proposing to suspend dredging in order to assess and determine the causes of landslides and erosion of Can Gio protective forest land, as well as develop specific solutions to overcome the landslide of protective forests in the construction area as a basis for considering and continuing the project implementation. In addition, the People's Committee of Ho Chi Minh City has issued document No.3684/UBND-DT on collecting opinions on the implementation of the project of dredging the anchorage area to avoid storms on the Go Gia River, Can Gio district. |
