Collaborating to remove barriers to scientific and technological development and innovation in industry and commerce
On August 1, 2023 in Hanoi, the Ministry of Science and Technology had a meeting with the Ministry of Industry and Trade on science, technology and innovation activities in 2023, developing a plan 2024. Deputy Minister of Science and Technology Nguyen Hoang Giang and Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan presided the meeting.

Deputy Director of the Department of Science and Technology (Ministry of Industry and Trade) Tran Minh gave an overview on the situation of S&T activities in 2023. Accordingly, in 2022 and the first 6 months of 2023, many changes continued to be recorded and positive improvement in the management and implementation of S&T tasks at ministerial and national levels in different fields of industry and commerce.

In addition to the achieved results, the process of organizing and implementing the S&T Plan 2023, planning and budget estimation in 2024 of the Ministry of Industry and Trade also encountered some difficulties and problems on a number of issues, such as S&T mechanisms and policies still have many shortcomings and are not suitable with reality; Transitional provisions in Circular No. 03/2023/TT-BTC and Circular No. 02/2023/TT-BKHCN are unclear, leading to the approval of the content and funding of S&T tasks not meeting the required schedule.

In order for the formulation and implementation of the Ministry of Industry and Trade's S&T plan in 2024 to achieve the set progress and objectives, the Ministry of Industry and Trade has made a number of proposals and recommendations to the Ministry of Science and Technology and the Ministry of Finance to work together to remove bottlenecks and barriers to create the best possible conditions for the development of science, technology and innovation.

Speaking at the meeting, Deputy Minister of Science and Technology Nguyen Hoang Giang said that over the past time, the Ministry of Science and Technology has coordinated with the Ministry of Industry and Trade in relevant contents and tasks and most recently implemented Resolution No. 23 -NQ/TW dated 22/03/2018 of the Politburo on orientations to develop national industrial development policies to 2030, with a vision to 2045; Resolution No. 115/NQ-CP dated June 8, 2020 of the Government on supporting solutions to support industrial development;

Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on orientations of Vietnam's national energy development strategy to 2030, with a vision to 2045; Decision No. 165/QD-TTg dated February 28, 2023 of the Prime Minister approving the project on restructuring the industry and trade sector for the period to 2030. Deputy Minister Nguyen Hoang Giang affirmed that the Ministry of Science and Technology will continue to closely coordinate with the Ministry of Industry and Trade to perfect mechanisms and policies to promote the development of science, technology and innovation in industry and trade in the coming time.
