These centers are developed on the basis of a public S&T organization managed by the People's Committee of Ho Chi Minh City and other public S&T organizations in the city.

At a seminar to comment on the draft project held by Ho Ch Minh City Department of Science and Technology on August 11, Mrs. Nguyen Thi Thu Suong, Acting Head of the Scientific Management Division, Department of Science and Technology of Ho Chi Minh City, said that the Center meets international standards, enjoy many preferential policies applying the city's specific mechanism on remuneration and welfare for leaders, scientific researchers, and etc.

These centers are also prioritized by the City for public investment in facilities, laboratories, equipment for research, development and innovation activities, and etc. as well as being supported to improve productivity, quality, intellectual property, commercialization, innovative start-ups, seminars, forums, exhibitions, etc.

According to Dr. Ngo Vo Ke Thanh - Director of the Center for Research and Development, High-Tech Park in Ho Chi Minh City - should add requirements for the ability to commercialize research technologies. He suggested that, with application-oriented research centers, it is necessary to increase the criteria for the number of products in the market.

Prof. Dr. Nguyen Kim Loi - Director of the Center for Climate Change Research at Nong Lam University - said that priority should be given to the Center's S&T tasks, having connections with foreign experts and linkages with businesses to increase commercialization.

Currently, Ho Chi Minh City Department of Science and Technology continues to receive comments from organizations, experts and scientists to edit and complete the project.
