In the implementation plan of the Program "Digital Transformation of Ho Chi Minh City" and the Project "Building Ho Chi Minh City into a Smart City" in 2023, state agencies focus on activities of development, connection, sharing, exploiting and analyzing data for digital transformation, digital government development, digital economy and digital society with many orientations. In which, data is shared to many users and has a secure data exchange mechanism, built to support and control data sharing services across the city. Currently, many departments, branches, districts have actively developed digital data resources.
Specifically, the Ho Chi Minh City Social Insurance industry has linked data with medical examination and treatment facilities and handed over the entire database to the Health sector to build health records and electronic medical records; Binh Thanh district has updated population data of 450,000 people with 120,000 households, as a basis for building socio-economic development plans, household registration management.
In District 1, the digitization of civil status data has been completed since June 2021, and is continuing to edit and digitize housing records so that the settlement of people's housing records is quick and more convenient. The standardization of digital data according to the data management strategy is not only aimed at serving the management, building socio-economic development plans, simplifying administrative procedures for the people, businesses, but people and businesses are also allowed to exploit open data and data provided by state agencies (under the list of prescribed data) to serve production and business.
According to Lam Dinh Thang, Director of the Department of Information and Communications of Ho Chi Minh City, the data governance strategy of Ho Chi Minh City is built on international success lessons, in line with the Government's policies and associated with the development goals of the city. A fundamental principle of data governance is to create and maintain assurance, trust, and security for all of the city's critical data assets. Data is "fed" by specialized information systems, warehouses, master data centers and data about people, businesses, land, space, and etc. will be developed as core assets. |
