The system was announced to officially operate during the Announcement Ceremony of Resolution No. 11/NQ-HDND of Ho Chi Minh City People's Council on the establishment, division, merger, and renaming of neighborhoods in Ward 9 (District 11) took place in the afternoon of April 11, 2024.

According to Mr. Tran Ninh Dong (Chairman of Ward 9 People's Committee), in order to promote initiative and creativity, contribute to promoting digital transformation in the public sector, and improve the quality of service to the people, Ward 9 has proactively proposed District 11People's Committee to connected and coordinated by Ho Chi Minh City Department of Science and Technology to support the implementation of building a data management and operating system for the ward. The system has been researched and implemented by the Ho Chi Minh City Geographic Information System Application Center (under the Department of Science and Technology) since the end of 2023. So far, it can be seen that the solutions have been basically built to meet the requirements to serve the management of wards and neighborhoods.

Specifically, the system has features, such as viewing management statistics for the entire ward and in each neighborhood (about population, families, households, gender structure, poor - near-poor households, and etc.); Ward management (providing necessary information for civil servants about work progress, results of implementing administrative procedures, neighborhood management, etc.); Population management (view neighborhood information, roof statistics, household information, citizens, statistics classified by socio-political organizations, social organizations, data of households raising animals scene,…);

Residence management (a function delegated to regional police for use in area management, including main features such as search, move in, move out, statistics, move-in list, move-in list go, Import data,...); Military service (a feature that allows the Ward Military Command to manage military work such as the list of citizens of military service age, citizens who have passed military service, and citizens who have postponed their military service) service, active duty, demobilized citizens, etc.); Social security features with information data on social protection, poor - near-poor households, and etc.
