Webinar: Instructions for collecting and providing data and supporting documents for calculating the PII Index in 2024
In the morning of August 12, 2024, the Ministry of Science and Technology organized an online workshop to guide the collection and provision of data and supporting documents for the calculation of the local innovation index (PII) in 2024.

Speaking at the workshop, Deputy Director of the Academy, Assoc.Prof.Dr. Tran Van Nghia, said that the PII Index provides a picture of the current socio-economic development status based on Science, Technology and Innovation of each province/city nationwide. The PII Index is the only comprehensive and multi-sectoral index reflecting the overall socio-economic status. The ranking of the PII Index is not only to pay attention to the ranking, but through the indicators of institutions, people, business environment... to research and development, localities can recognize the conditions that help promote socio-economic development.

Introducing the 2024 PII Framework, a representative of the Academy of Science, Technology and Innovation introduced the 2024 PII Framework consisting of 7 pillars:

First, institutions (including 2 groups of indicators, 7 component indicators on policy environment, business environment);

Second, human resources and research (including 2 groups of indicators and 7 component indicators related to education, research and development);

 Third, infrastructure (including 2 groups of indicators, 5 component indicators related to ICT infrastructure, general infrastructure and ecological environment);

Fourth, market development level (including 2 groups of indexes, 7 component indexes on finance and investment, support services);

Fifth, the level of enterprise development (including 3 groups of indexes, 9 component indexes on knowledgeable labor, creative linkage, knowledge absorption);

Sixth, knowledge, innovation and technology products (including 3 groups of indicators, 9 component indicators on knowledge creation, intangible assets, knowledge diffusion);

Seventh, impact (including 2 groups of indicators, 8 component indicators on impact on production, business, impact on socio-economy).

Data sources for building the PII Index are collected based on data from statistical reports, official management reports of central and local agencies; data from other index sets, such as administrative reform; provincial competitiveness; digital transformation; governance and public administration efficiency at the provincial level.
