Mr. Le Thanh Minh, Deputy Director of the Department of Science and Technology, presented a report on Plan No. 1413/KH-UBND, emphasizing the need to raise awareness and innovate thinking throughout society to promote the development of science and technology. This plan also includes adding specialized staff to the leadership apparatus, along with training programs for civil servants to strengthen capacity in this field.

During the discussion, Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, presented digital transformation solutions according to Resolution 57. She stated that the city needs to develop data as a foundation for digital transformation and create a digital government. Prof. Dr. Nguyen Van Phuoc also proposed solutions to implement Resolution 57 in the Union of Associations system, pointing out that the biggest challenge is still inadequate digital infrastructure and a change in thinking and approach is needed. He suggested increasing investment and perfecting policy mechanisms to support innovation.

Finally, the discussion emphasized the importance of political determination and close coordination among stakeholders to ensure the successful implementation of Resolution No.57. Ho Chi Minh City has a detailed action framework through Action Program No. 63-CtrHĐ/TU and Plan 1413/KH-UBND, oriented to 2030 and vision 2045. Effective data exploitation, development of high-quality human resources, and prioritization of strategic technologies, such as AI, blockchain and renewable energy will be decisive factors for the success of digital transformation and science and technology development in the city.
