National Assembly passes Law on Digital Technology Industry - New driving force for Vietnam's digital economy
On June 14, at the 9th Session, the 15th National Assembly voted to pass the Law on Digital Technology Industry with a consensus rate of up to 92.26% (441/445 votes). This is an important step forward, not only a specialized law, but also expected to be an important institutional lever for the national digital transformation process.


On June 14, at the 9th Session, the 15th National Assembly voted to pass the Law on Digital Technology Industry with a consensus rate of up to 92.26% (441/445 votes). This is an important step forward, not only a specialized law, but also expected to be an important institutional lever for the national digital transformation process.

Vietnam has become the first country in the world to issue a separate law on the digital technology industry, creating a proactive legal foundation, paving the way for domestic technology enterprises to develop strongly, integrate deeply and enhance their position in the global digital era.

The law has institutionalized many important contents from the Politburo's resolutions, such as promoting the development, incentives and support for digital technology enterprises, especially private enterprises, while developing high-quality human resources, shared digital technology infrastructure, supporting innovative startups and building a controlled testing mechanism. This is a guideline to help the digital technology industry solve big problems, turn technology into a driving force for economic growth, enhance national competitiveness and improve people's lives. In addition, the law also positions Vietnam in the global technology value chain and compete with the world's leading digital economies.

The law provides many breakthrough incentive policies, such as tax reduction for large projects, financial support from the Development Fund, R&D costs are calculated double or triple for small and medium enterprises. Administrative procedures are simplified thanks to the decentralized mechanism for establishing digital technology industrial parks and the “green channel” customs priority regime. The government also prioritizes infrastructure investment, such as data centers and 5G networks, encourages private enterprises to participate in developing modern infrastructure, and expands the domestic market by promoting the use of “Make in Vietnam” technology products in budget projects and strategic technology orders. The law, which takes effect from January 1, 2026, promises to create a breakthrough for the country's digital technology industry.
