Strengthen inspections and strictly handle violations in the business and transportation of petroleum products
(CTO) - The Department of Domestic Market Management and Development (Ministry of Industry and Trade) has just issued an urgent document requesting localities, especially border provinces, to strengthen inspections and strictly handle violations in the business and transportation of petroleum products.


This document was issued following reports of individuals in border areas, particularly in Lao Bao (Quang Tri province), collecting gasoline and diesel fuel from retail outlets, modifying vehicles to transport it to neighboring countries for resale to profit from price differences. This activity poses a risk of domestic supply shortages and a potential fire and explosion hazard.

The Department of Domestic Market Management and Development requests that local Departments of Industry and Trade coordinate with the Police, Customs, and Border Guard forces to strengthen supervision of petroleum business activities, promptly detect and handle acts of hoarding and illegal export. Local authorities should establish hotlines to receive public feedback and encourage businesses to sign commitments not to abet smuggling and trade fraud, contributing to maintaining stability in the petroleum market.

Lieutenant Colonel Le Thai Hoa, Head of the Economic Security Department of the Can Tho City Police, stated: From the beginning of March 2026, the Economic Security Department submitted a report to the city's police leadership regarding the forecast of the situation related to gasoline and diesel supply. Also in March, the city police issued a directive to professional units and police in 103 communes and wards in the city to control the situation; and simultaneously strengthen security control in cyberspace. Currently, the city police are developing a plan for a high-intensity campaign to combat counterfeit goods, fake products, and commercial fraud. Implementing the comprehensive coordination regulations between the city police and the Department of Industry and Trade (signed on December 18, 2025), the two units continue to proactively coordinate and strengthen state management in the field of gasoline and diesel business.

According to the Department of Industry and Trade of Can Tho City, as of April 5, 2026, the city's Department of Industry and Trade and market management forces had inspected and discovered 3 violations with the following offenses: reducing the quantity of goods sold compared to the previous period without justifiable reason; selling goods and services at prices higher than the listed price for goods and services on the price stabilization list during the period when the State implemented price stabilization; gasoline distributors selling gasoline to entities outside the distribution system; and signing retail gasoline franchise contracts with franchisees that did not meet the required conditions… with a total fine of 65.4 million VND.
