The People's Committee of Vinh Thanh commune has identified promoting administrative reform and improving the quality of service to citizens and businesses as key factors contributing to the socio-economic development of the locality.
From the beginning of July 2025 until now, Vinh Thanh commune has been reorganizing and consolidating its organizational structure and personnel according to the two-tiered local government model, ensuring the smooth and efficient operation of the state administrative apparatus.
The People's Committee of the commune has 3 specialized agencies (Office of the People's Council and People's Committee, Economic Department, Culture and Social Affairs Department) and the Commune Public Administrative Service Center, along with 15 affiliated public service units. These agencies and units are promoting digital transformation and implementing the one-stop shop and integrated one-stop shop mechanisms in handling administrative procedures.
Thanks to these comprehensive solutions, from July 1, 2025 to the present, the rate of online application processing has reached 93.6%, and there have been no reported cases of complaints or suggestions from citizens or organizations regarding administrative procedures.
Mr. Do Van Teo, a civil servant at the Economic Department of the People's Committee of Vinh Thanh commune, said: "By utilizing social media platforms, we connect with businesses, cooperatives, and business households to proactively support people and businesses with documents and administrative procedures related to intellectual property, and prepare applications for OCOP product recognition."
According to Mr. Vo Hoang Dung, owner of Dung Thao business in Thang Loi hamlet, his family produces and sells processed foods such as candied bananas and dried sweet potatoes.
“Commune officials regularly visit businesses to understand their production and business activities. Through this, they provide timely advice and guidance, from assisting with procedures for OCOP product certification to new tax regulations and support policies for business households… helping businesses operate effectively,” Mr. Dung shared.
The People's Committee of Long My Ward has allocated 6 full-time staff members to work at the Ward's Public Administrative Service Center. Civil servants working at the Center receive training in information technology and procedures for implementing administrative procedures according to the "one-stop shop" and "integrated one-stop shop" models, meeting the requirements for receiving and resolving administrative procedures for citizens and businesses in a digital environment. The People's Committee of the ward has implemented many models to support citizens in carrying out administrative procedures.
Typically, Long My ward has implemented the "Saturday for the People" model, combining mobile administrative procedure processing, since March 2026. Accordingly, each month, the ward People's Committee selects one Saturday to handle administrative procedures for citizens at the ward's Public Administrative Service Center and the community cultural center. Administrative procedures received and processed cover the following areas: notarization, civil registration, culture and social affairs, economy (business registration, agriculture), and land. In addition, officials also guide and assist organizations and individuals in installing online public services and electronic payments.
Since implementing the two-tiered local government system, Long My ward has fully equipped its Public Administrative Service Center with the necessary equipment and personnel, ensuring smooth processing of administrative procedures for citizens. Simultaneously, it has put into use a live surveillance camera system, enabling leaders to monitor and evaluate the communication and conduct of civil servants towards citizens during the performance of their duties.
According to the results published on the National Public Service Portal, the results of the Index for directing, managing, and evaluating the quality of service to citizens and businesses in implementing administrative procedures and public services in the electronic environment as of April 20, 2026, Long My ward is rated excellent, with 97.07/100 points...
With the motto of building a friendly government, from the beginning of 2026 until now, communes and wards in the city have continued to maintain and improve models supporting people in carrying out administrative procedures.
